Territorial Communities : FEC and CDG commit syndicated financing of 8 billion Dirhams

The Fonds d’Equipement Communal (FEC) and the Caisse de Dépôt et de Gestion (CDG) have signed a framework agreement for the implementation of syndicated financing for Territorial Communities development projects, for an amount of eight billion Dirhams, in support of their investment and growth dynamics.

This strategic partnership has three complementary components which relate to the co-financing by the two institutions of territorial development projects, the refinancing of the FEC by CDG, alongside the sharing of their respective expertise with the Territorial Communities to respond, as well as possible, to their needs.

This partnership stems from the common will of the two institutions to set up financing mechanisms, both balanced and complementary, and marks the mobilization, by CDG, within the framework of this operation, of an overall envelope of 8 billion Dirhams. with the prospect of increasing financing volumes beyond this initial size.

This envelope is intended to respond, actively, to the intensification of the financing needs of Territorial Communities in a context marked by the acceleration of the implementation of advanced regionalization and characterized by the increase in the dynamics of investment in the territorial scale.

As part of this strategic partnership between two leading national public financial institutions, the latter will form, depending on the case and depending on the nature of the projects, a group in order to structure and submit a joint financing offer.

In view of its historical mission and its relationship with the local sector, the FEC is responsible for coordinating all the steps with respect to Territorial Communities by virtue of its role as Lead arranger and Loan Officer.

Beyond funding, this partnership also covers the sharing of the specific and specialized expertise of the two institutions in terms of territorial development and their in-depth knowledge of local realities with the aim of strengthening support and technical assistance actions, in favor of Territorial Communities.

This partnership is part of the consolidation of the success of international financing operations carried out by the FEC as part of its strategy of diversification and sustainability of resources. It responds, at the same time, to the new strategy of CDG to register its intervention in a complementary and additional way to the support actions of the territories, both in terms of co-financing and offers of expertise.
