The Bank of Territorial Communities


The Fonds d'Equipement Communal (FEC) is a public bank, dedicated to financing investment projects and development programs of the Kingdom's Territorial Communities, their Groupings and Local Public Institutions.

With more than 65 years of experience in the financing of territorial development, the FEC has developed an expertise and capitalized a know-how that consolidate its role as the privileged financial and technical partner of Territorial Communities, by offering them products and services adapted to their needs and by providing them with the necessary technical assistance for the implementation of their projects.

As part of its mission to finance territorial development, the FEC assists Territorial Communities, at the local level, in achieving national sustainable development objectives, in its economic, social and environmental dimensions, thus contributing to the reduction of territorial and social disparities and strengthening the resilience of territories to climate change.

The Bank's intervention takes two main forms:

The Financing

This involves facilitating access to credit for Territorial Communities through adapted financing solutions, with advantageous conditions, particularly in terms of rate and duration.

The Support

It involves providing Territorial Communities with the necessary technical assistance and expertise throughout the implementation of their projects, covering in particular the financial and technical arrangements, project management assistance as well as the integration of the Environmental and Social (E&S) aspects related to the projects submitted for its financing, in particular within the framework of the loan granting process, monitoring and evaluation of the E&S impacts of these projects.

Today, the Bank assists its clients in expressing their investment choices and offers them the possibility of implementing their projects aimed at improving the living environment of the citizen, in various sectors covering all the prerogatives of the Territorial Communities.
